Yes, they ship an older one. I'm also using SuSE 8.0
and this is the main 
development platform for Quanta+, but it's heavily
changed (I compile KDE and 
some other apps from source).

I suggested to use unicode, as I didn't know what is
the encoding for greek.

Yes, this is a common problem, you need to install the
devel packages in order 
to compile from source.

This is strange. Check that the translation file is
correctly installed, and 
the quanta.mo is in
/opt/kde3/share/locale/el/LC_MESSAGES.

I just grab the translations from the CVS when we do a
release. This is why 
some of them are not finished. They are done by the
translation teams, so you 
should contact them. They may also help with your
first problem. I'm not so 
experienced in translation issues... As I saw the
Quanta translations was 
done by Stelios Dramis <sdramis at egnatia.ee.auth.gr>
and the team can be 
contacted at i18ngr at hellug.gr. I hope that they can
help you, and you can 
help them by completing the translation.
