Fedora Legacy is not a different distribution. They compile
and release updated RPMs (fixing bugs, security holes, etc..) for
official Fedora releases after the Fedora developers have stopped
support. Fedora Legacy might be another reason for RULE to stick with
Fedora. 

We would upgrade the installer at any FC release, but people would
upgrade only one year or more, as they prefer. Relying on the highly
populated Fedora and Fedora Legacy lists for day-to-day support, not
on RULE. Talk about offsourcing and focusing on your core business...
