I can confirm that, also had this problem with new floppies. Stay away
from floppies with a metal slipjacket (or however the protective thingie
on top is called), for me those were worst. Interestingly floppies which
won't boot often are still usable for regular data - it seems the boot
sector is very easyly damaged.
