[RULE] Timezone

Hello All

On minimal installs the issue of timezone and utc=true or false are skipped as 
is (quite rightly) the gui config tool to deal with this after an install.

Assuming some users will have vfat partitions and may need this sorted for 
correct timestamping in those partitions, it would be helpful for step by 
step instructions for both senarios: a hardwareclock set to localtime because 
of dualbooting with win, and a hardwareclock set to utc.
