[Rule-list] can't network install on 486

hello all,

I'm trying to do a network install on a 486SX w/ 16MB of RAM.
I'm using v.0.7.0, booting using bootnet.img w/c I copied to a floppy using rawrite.
After selecting FTP from installation method, following message appears:
"FTP and HTTP installs require 20MB or more of system memory."  

Any advise?
