Καλημέρα, 

Λοιπον νομιζω οτι δεν είναι θέμα firewall αλλα θεμα permissions στον
mysql server.
Aυτο που πρεπει να κανεις ειναι να συνδεθεις τοπικα και να δωσεις
δικαιώματα στην ip του μηχανηματος απο το οποιο θα θελεις να συνδεεσαι
και για την βαση που θα θες να χρησιμοποιεις. Δηλαδη η εντολη θα είναι
καπως ετσι:

grant all on <database>.* to root at mail.your.domain identified by
'password';

Το documentation της mysql θα σε βοηθησει περισσοτερο..
