For SUSE 9.1 (or any of the personal/professional releases), you can
install as many times as you like, and make as many copies as you want.
(notice that you can download it for free on ftp.suse.com).
There are different rules for redistribution to others, you would have
to get approval for that in order to do it legally. Of course, just
giving the cds to the guy next door doesn't really count as
redistribution.
That probably doesn't completely answer you question, if you have
something in mind for the LUG and are looking for legal blessing from
SUSE I can forward the request to the proper people.
