Να υποθέσω ότι χρησιμοποιείς kppp ως dialer? 
Αν ναι κοίτα αν υπάρχει η εντολή lock στο /etc/ppp/options και σβήσε το.
Αν πάλι δε δουλέψει άλλαξε dialer (συνιστώ xisp ή wvdial).
Σχετικά με το Netscape, πάνε στο /etc/resolv.conf και άλλαξε τα
nameserver. Τα δικά μου με FORTHnet είναι: 

domain forthnet.gr
nameserver 193.92.30.19
nameserver 139.91.1.1

Κι εσύ πρέπει να έχεισ κάτι ανάλογο. Δες τον ΙSP σου.
