Basically yes, but there are exceptions, e.g. "Oyayubi-Shift" or
"NICOLA".  How shall we treat them?   These exceptions suggest such as 
"qwerty_GB".

it is substantially same resoning why I say glyph variant specifier of
your fonts must be JP (or jp) instead of ja.
