	Remove hardcoded absolute path from hgadmin/conf/notify.conf

	Mercurial hooks run with their current directory set to the toplevel
	directory of the repository.  This way it is much easier to refer
	either to workspace files or to paths inside the .hg area.  Trim the
	current absolute path of 'notify.config' from the repo configuration,
	so that mirrors have one less modification to make to the hgadmin
	files before they are usable.
